In the case of the horizon around a black hole, observers stationary with respect to a distant object will all agree on where the horizon is.
While this seems to allow an observer lowered towards the hole on a rope or rod to contact the horizon, in practice this cannot be done.
The proper distance to the horizon is finite,  so the length of rope needed would be finite as well, but if the rope were lowered slowly so that each point on the rope was approximately at rest in Schwarzschild coordinates , the proper acceleration G-force experienced by points on the rope closer and closer to the horizon would approach infinity, so the rope would be torn apart.
If the rope is lowered quickly perhaps even in freefall , then indeed the observer at the bottom of the rope can touch and even cross the event horizon.
But once this happens it is impossible to pull the bottom of rope back out of the event horizon, since if the rope is pulled taut, the forces along the rope increase without bound as they approach the event horizon and at some point the rope must break.
Furthermore, the break must occur not at the event horizon, but at a point where the second observer can observe it. Assuming that the possible apparent horizon is far inside the event horizon, or there is none, observers crossing a black hole event horizon would not actually see or feel anything special happen at that moment.
In terms of visual appearance, observers who fall into the hole perceive the eventual apparent horizon as a black impermeable area enclosing the singularity.
Increasing tidal forces are also locally noticeable effects, as a function of the mass of the black hole.
In realistic stellar black holes , spaghettification occurs early: tidal forces tear materials apart well before the event horizon.
However, in supermassive black holes , which are found in centers of galaxies, spaghettification occurs inside the event horizon.
A human astronaut would survive the fall through an event horizon only in a black hole with a mass of approximately 10, solar masses or greater.
A cosmic event horizon is commonly accepted as a real event horizon, whereas the description of a local black hole event horizon given by general relativity is found to be incomplete and controversial.

While I love this author other books I have read by him, and while this book kept me interested, I have to say that sadly this book suffered from "middle book syndrome" for me.
It is book 2 in a trilogy of books on an apocalyptic event, and for me this book ended up just being "filler". There was not a lot of progress or character development, and most of the story was devoted to two very large gun battles, and to detailed descriptions of guns, ammo, and carnage.

The gun rattled the turret mount, ejecting shells downward into the cabin, but stayed lined up on the tightly packed group of insurgents.
The first extended burst punched more than thirty 7. The second burst shredded the remaining upright bodies, splattering the pavement with bloody entrails, chunks of flesh and skull matter.
Lather, rinse, repeat. I am looking forward to reading the third and final book in this series though. I want to see how things end, I want to find out WHAT caused this event, this Perseid Collapse, as we still have not been told exactly what caused this event that unleashed this devastation on the USA.
I'm just not sure that book 2 was needed, unless someone wants to compare all of these types of guns and ammo as described, and compare the carnage and devastation to bodies that they cause when used.

We learn about Alex Fletcher's son, Ryan, and what he did during the beginning of this disaster, but we are soon flipping back and forth between Alex and his main goal of getting to his son and his son's girlfriend Chloe, Alex's wife Kate and their family and neighbors who are fortifying the Fletcher's "safe house" and the militia, calling themselves The Liberty Boys, that is doing all they Picking up where The Perseid Collapse ended, Event Horizon throws it's readers immediately into the fray.
We learn about Alex Fletcher's son, Ryan, and what he did during the beginning of this disaster, but we are soon flipping back and forth between Alex and his main goal of getting to his son and his son's girlfriend Chloe, Alex's wife Kate and their family and neighbors who are fortifying the Fletcher's "safe house" and the militia, calling themselves The Liberty Boys, that is doing all they can to take control of the situation I was very much looking forward to the release of Event Horizon and while I hated the wait, I was not left disappointed.
I thoroughly enjoyed every single moment of this book. I may not have always agreed with tactics used in certain situations, but that is what I enjoy about this series.
It takes a hard look at decisions that must be made in order to survive in a WROL Without Rule of Law. Right or wrong decisions must be made.
Ok, yes, the Fletcher's are what most of society would call "preppers" and they are for all intents and purposes pretty well stocked. Some readers may see them as, too well prepared, but let's face it.
There are some people out there who will do just fine surviving should a WROL event happen and they must tap into their supplies, so why it is so far fetched that our main protagonist is prepared to care for his family?
Sure some people's opinion are to be scoffed at and told they are crazy, but who's the first person you're going to run to for help or, if you're one of those, to steal from?
Maybe those people should start stocking up on their own. Eventually, after quite a battle to get home, the Fletcher's et al are reunited, but, of course, this cannot be the end to their hardship.
All that hard work on the safe house that Kate and the rest of the crew worked on? Yeah, that has to be tested as does the patience and endurance of many of the members of our group.
